The fire world is Doom Gears of War Crisis City from Sonic 2006.

The games biggest sin is not having a good story. The gameplay was not only bad but felt entirely pointless without a solid story to work towards. It reminded me of how close Super Paper Mario came to being an terrible game; without its good story it would be almost as bad as sticker star.
